As per earlier rules, the tricolor flag could be hoisted only between sunrise and sunset. According to Clause 1.3 and 1.4 of the Flag of India Act, the National Flag shall be rectangular. This flag can be any size. But the length to height, width ratio of the national flag should be 3:2.
